Moé (萌え) is a term used to describe a certain kind of cute character in manga and anime, and the affections an otaku has for them. Lucky Star is a moé franchise, with the characters having strong moé characteristics. Among them, Takara Miyuki is the most moé.
I have never been able to find a really satisfactory one-word translation for [moé]... not exactly fetish, not exactly infatuation, not exactly a turn-on... hmm... (Rika Takahashi, trans., Lucky Star, vol. 1, English ed., p. 150, by Yoshimizu Kagami.)
